The Small Business Jobs and Wages Tax Cut proposal will provide a tax credit on payroll taxes for every net new employee hired in 2010. The credit would be available to ANY employer of ANY size, but is capped at $500,000 per employer (the equivalent of 100 new employees), so the benefits will be used primarily by smaller employers.
